This Hell Money was designed as a response to the gutting of the NEA (National Endowment for the Arts) by witch hunting hypocrits like Jesse Helms - hence the images from the Spanish Inquisition. Helms supposedly wants to promote American "decency" values while being a major lobbyist for tobacco companies. I find his idea of decency obscene. The currency was designed using Illustrator 7.
